Introduction To “The Questionnaire” --- and to David Repko:

When I was asked to assist “We, the People” Coalition, I accepted immediately. I had become a political activist some time after the campaign of Ross Perot; by the time the original Party went belly-up with the “sitzkrieg” of Pat Buchanan, I had become so disillusioned with the Reform Party, I joined the American Reform Party. (The ARP is the oldest, continuing spin off of the original Reform Party as created by the Perot organization in 1996. It still retains the original Platform as created by Mr. Perot, with a slight variation from the original “immigration” Plank. I am still a member, but not nearly as ‘active’ as I once was.

While I was National Chairperson, pro tem, of the ARP, I created a unique concept (that is to say, I had never heard of it before) for helping the Party to grow. I thought of all the many folks I had read about --- or met, personally --- who had expressed a desire to run for Public Office; usually, though, they were NOT ‘partisan’; they had no political ‘home’; no Party, no Platform (other than their own vaguest of ideas for political reform), and no “Committee to Elect _ _ _ _ _ _ _ _ “

So I decided to try to give them what they wanted, and needed!

Using the Platform/planks, and Statement of Principles

of the American Reform Party, I created a “Questionnaire for Potential Candidates seeking ARP Endorsement”. I formed 25 ‘questions’, containing the elements of the ARP Platform, placed the Form on the ARP Web Pages, and waited. Within the first year, the ARP had over a hundred applicants for endorsement, for all levels of government, from mayor of their home town to the Oval Office. Needless to say, there were a few ‘cranks’,carefully, gently rejected. But even they were sincere. Since the ARP was/is not a ‘wealthy’ organization, we were unable to finance their campaigns, but we are still running the process for those who send us their completed Questionnaire. If they succeed in agreeing to 80% of our Platform, minimum, we give them a Letter of Endorsement.

Applications still come in for ARP Endorsement every month, so there must be something worthwhile about it.

When I was introduced to the WTPC, I felt that this concept would have even more application/relevance to efforts at Coalition, but major revisions would be needed. The Objective has changed:

  1. The coalition of as many disparate Political Parties as possible,
  2. the cultivation and encouragement of as many potential Candidates as possible, for these Parties to endorse, as a group/coalition,
  3. the development of independent (non-partisan) groups of voters, as Chapters, throughout the country. These chapters of non-registered and/or independent voters will begin to enjoy an aspect of freedom heretofore denied them by the American political system --- a ‘formal’ voice in the system!
  4. Acceptance, as Associates, any organizations who deem their aims/goals to coincide with ours.

(Editor’s Note: Any terms used herein as “Rules” are all to be considered “pro tem”, until such time as a duly constituted “Board of Directors” and/or “Assembly of Delegates” are inaugurated, at which time it will be their first duty to review and accept/reject them. Until that time arrives, the Moderators of the WTPC Yahoogroups and the Webmaster of http://www.wethepeoplecoalition.org/ are the sole (and reluctant) authority of these Internet entities.)

Coalition of Parties

A “Party”, as used in these pages, is understood to mean an organized group of individual American citizens of voting age, joined together politically under a common Platform of issues (‘planks’), with stated aims/goals/purposes/Principles, all in writing; they may or may not be recognized as a political Party by the State Secretary of State where they are organized, but if they claim to be such (a political Party), then for the purposes of this Coalition, they are.

ONLY ONE SUCH PARTY, IF ALREADY AFFILIATED WITH A NATIONAL ORGANIZATION, CAN BECOME AFFILIATED WITH THE WTPC, PER EACH STATE OF THE UNITED STATES. If two such organizations claim to be the official affiliate of any national Party organization, that National Party’s Committee must certify, in writing, which state Party claim is valid.

Any Party wishing to join the Coalition must understand, agree to, and sign the terms of Coalition.

These are the terms:

You will create and submit to the WTPC Moderators /Webmaster, ONE series of questions. The number of questions and their content are entirely the prerogative of their ‘creator’. The ‘creator’ (or creators) MUST be the State Party Chair, and two named Alternates. It is strongly suggested that the questions be created from the Party’s published aims/goals/mission/purposes, and in such a way that they could, theoretically, be used by Party officers to evaluate a hypothetical Candidate seeking the Party’s nomination/endorsement.

Once the list of State Party Questions is received, and checked for grammar, spelling, clarity of understanding, and Netiquette-acceptable, it will be posted in the Files section of WTPC Yahoo groups. At the NEXT stage, ALL OTHER STATE Party Chairs will copy and paste that latest list of Party questions to an e-mail; then, they will simply delete whichever questions they wish, for whatever reasons they wish --- or no reason at all. Only those Party Chairs/Alternates authorized to create their own ‘questions’ can ‘edit’ the questions lists of other Party Affiliates. Those lists of questions so edited will be separated into two ‘virtual’ piles:

“Approved” Questions “Tabled” Questions

Those Party Questions that are “Approved” immediately become a part of the current WTPC Candidate Questionnaire, to be used to evaluate Candidates applying for Endorsement by the Coalition (not the individual State Parties), since it is reasonable to assume that if none of them were rejected by any current Party Affiliate, they are “Approved” for all future applicants.

“Tabled” questions will be reviewed from time to time. They may be edited by their original ‘creators’ for grammar, punctuation, spelling, etc. They may be re-worded to improve clarity of _expression, or to improve their acceptance by ALL members of the Board of Directors. If such improvements/editing do NOT render them “Approved”, they will be returned to the “Tabled” pile for

whatever interval or number of rejections the BoD decides is a fair consideration.

(They may stay “tabled” forever; they may be permanently rejected after a third or fourth review, whatever the BoD decides.)

NOTE: The questions on this form are examples ONLY. You must develop your own Party/PAC/Association questions, in conference with your fellow members, that you would ask any potential Candidate seeking your approval/endorsement/nomination/financial support, as if you were in a room together with the Candidate, conducting an interview. DO NOT USE THE QUESTIONS BELOW UNLESS YOU FEEL THAT ANY OF THEM ARE RELEVANT TO YOUR PLATFORM, GOALS OR MISSION STATEMENT.

Also, I suggest that you form your questions with multiple choices
